I am wondering what the max size of video All Video Share can upload. I am trying to upload a 1.5GB video; at first I was getting an error referring to upload limit but was able to increase the upload size via IIS. Now I do not receive any error message, after clicking Apply it simply takes me to the Joomla Control Panel. I was on 3.1.0Pro but just upgraded to 3.2.0 free and same issue.

Generally, we don't recommend uploading such huge files through the browser. Simply upload the video files directly to your server(ex: /{joomla_dir}/videos/ folder) using an FTP client and add the file path by selecting the DIRECT URL option in the video form.
