Do you want to just restrict users from uploading videos? In other words, users can still add videos using DIRECT URL, Youtube?

Thes, sorry our current version doesn't have the option to only disable the upload option.

Or do you want to completely disable user submissions?

Then, just disable the menu item that allows users to submit their videos.
