I am still having the issue. I did have my media on a different server, but I also tested moving the file on the same server and doing this created a terrible delay before the video is played.

I don't like to proove that the issue is only with your Video file. Just, I would like to troubleshoot the issue and clarify myself. Could you please test the playback with the following Video URL and let me know whether you feel any issues.
